When encryption is added on existing labels automatically update documents via scanner and client
It can be useful to start a deployment with Labels only, without protection, that the end-users can get a feeling for this technology. It also helps avoid incompatibility issues (e.g. if a document repository or LOB app doesn't support protection yet).
After the users are comfortable with the technology and the potential issues have been addressed existing labels should be changed and have encryption added (without creating new labels, just change the existing ones).
The AIP Scanner should be able to automatically add protection to the documents that were labeled with these labels before protection was incorporated. The clients should…

Enable co-authoring of Protected Documents
Currently, documents that are labelled can be co-authored in Office, but any document that is encrypted can only be opened by one person at a time. This prevents most of the business scenarios folks use today with two three or more folks editing a document at the same time. Instead - it forces businesses to email copies of a document around after setting AIP policies to allow folks to all edit it. A huge blocker for most of our customers.

Add PowerShell and/or Graph API support for AIP configuration
Add PowerShell (and/or Graph API) support for configuring AIP Policies and Labels. Configuring even 5-10 policies in the GUI is laborious and doesn't scale well to multiple tiers/environments.
